Chief Minister Employment Generation Programme (CMEGP)

About This Scheme:

The Chief Minister Employment Generation Programme (CMEGP) is a credit-linked subsidy scheme by the Government of Maharashtra to help people start new businesses (manufacturing or service) with bank loans + government subsidy.

Objectives:

  • Create self-employment opportunities
  • Promote micro & small enterprises (MSME)
  • Support rural & urban entrepreneurship
  • Generate large-scale employment (target: lakhs of jobs)

Who can apply? (Eligibility):

🧑‍🎨 Basic Eligibility:

  • Age: 18 to 45 years (relaxation +5 years for reserved categories)
  • Must be domicile of Maharashtra
  • Only new business allowed (existing units NOT eligible)
  • Only one person per family can apply

📚 Educational Eligibility:

  • Above ₹10 lakh project → 7th pass
  • Above ₹25 lakh → 10th pass

❌Non Eligible:

  • Already running business
  • Already took subsidy under schemes like PMEGP/PMRY
  • Multiple applications from same family

Loan & Subsidy Details:

Subsidy (Margin Money):


Category Urban Rural
General 15% 25%
Special (SC/ST/Women/OBC etc.) 25% 35%

✔ Subsidy is back-ended (kept in bank as TDR for 3 years)

Beneficiary Contribution:

  • General: 10%
  • Special: 5%

Bank Loans:

  • Remaining 60–90% financed by bank

Project Cost limit:

  • Manufacturing: up to ₹50 lakh (sometimes extended to ₹1 crore)(used by banks/ govt.)
  • Service / Agro-based: ₹10 lakh to ₹50 lakh

Important Rules:

  • Land cost NOT included
  • Building allowed up to 20% of project cost
  • Working capital up to 30%

Eligible Business:

🏭 Manufacturing:

  • Food processing, bakery
  • Fabrication, carpentry
  • Garments, tailoring

🛠️ Service Sector:

  • Repair shops, mobile service
  • Beauty parlour, salon
  • Printing, packaging

🌾 Agro-based:

  • Dairy, poultry
  • Fisheries, beekeeping
  • Agro-processing units

🚚 New-age Businesses:

  • E-vehicle transport
  • Cloud kitchen, food van
  • Franchise/single-brand outlets

Implementing Organisation:

  • Directorate of Industries (DOI)
  • District Industries Centres (DIC)
  • Maharashtra Khadi & Village Industries Board (KVIB)
  • Banks

📄Documents Required:

  • Aadhaar Card
  • PAN Card
  • Domicile certificate
  • Educational certificates
  • Project report (DPR)
  • Machinery quotation
  • Bank details
  • Caste certificate (if applicable)
  • Passport-size photos

🪜 How to apply (Application Steps):

  1. Register online via CMEGP Portal
  2. Fill application form
  3. Upload documents + project report
  4. Verification by DIC
  5. Forward to bank
  6. Loan sanction
  7. EDP training (Entrepreneurship training)
  8. Loan disbursement
  9. Subsidy release after business starts

Subsidy releases Rules:

  • Subsidy is not given upfront
  • Kept in TDR (Term Deposit) for 3 years
  • Adjusted only if business runs successfully
  • If business fails → subsidy may be recovered

Loan & Repayment:

  • Type: Term Loan + Working Capital
  • Interest: As per bank (approx 10–13%)
  • EMI starts after loan disbursement

Monitoring & Inspection:

  • Physical inspection by DIC/KVIB
  • Regular monitoring every 6 months
  • Business must remain operational

Training Requirements:

  • Mandatory EDP (Entrepreneurship Development Programme)
  • Helps in:
